Yes, there are several links, all mentioned in the following page:

https://www.scientificlinux.org/community/repo

Included are the following SL4 repositories:
ftp://ftp.linux-ink.ru/pub/SL/4.x/
ftp://ftp.scientificlinux.org/linux/extra/dag/redhat/el4/en/
http://dl.atrpms.net/sl4-i386/atrpms/
http://dries.ulyssis.org/rpm/

Let me quote the advertisement in the SL webpage:

SL is a Linux release put together by Fermilab, CERN, and various other labs
and universities around the world. Its primary purpose is to reduce duplicated
effort of the labs, and to have a common install base for the various
experimenters.

SL tweaked some of the RHEL rpms:
https://www.scientificlinux.org/distributions/4x/features/tweaks

SL also added some packages that are not in RHEL:
https://www.scientificlinux.org/distributions/4x/features/added

Among the packages that SL added which are useful for me are:
apt (package installer/updater),
gv (postscript viewer)
ipw2200 firmware (for my laptop's Intel ProWireless)
j2sdk(java from SUN, for my programming classes)
expanded mp3 support

Enjoy!
