The NoCHEATS citizen's audit includes the NoCHEATS Covenant – which we hope you will authorize your representative to sign for your organization – based on HALAL's objective of empowering the ordinary citizen to audit elections through full transparency of the counting and canvassing process. The covenant's full text is at http://halal.interdoc.org. To implement this covenant, HALAL has set up a system for accepting precinct-level reports from various sources in printed or electronic format and for making these precinct-level reports available to the public through text, the Internet or data CDs. The availability of precinct-level breakdowns of final tallies will empower citizens' to check for themselves whether the precinct-level breakdowns match the precinct results they actually saw with their own eyes. In addition to the covenant signing, the April 17 program includes a presentation on election cheating by HALAL convenor and former COMELEC commissioner Mehol Sadain, brief messages by other HALAL convenors and partners, a press conference, and lunch. After the program, we will conduct a training 1-3pm for HALAL partners who have signed the covenant.
