I'm not exactly sure what you mean by WAP SDK, but if you're just
talking about making WML and XHTML mobile profile pages, any text
editor can be used to create those. And even better, for XHTML, you
can use many of the web development tools available, proprietary
(Dreamweaver, etc) or open source (KDE Web Dev formerly known as
Quanta, or NVU). For dynamic content, you can still use PHP, Python,
Perl, CGI, or JEE-based solutions. You just might need to set the
correct MIME type, besides conforming to WML and XHTML standards.
