Yes it is, but that doesn't make it open source --
http://rchi.raskincenter.org/index.php?title=Archy_FAQ#Is_Archy_open_source.3F

<quote>
No, it is not open source, under the accepted definition of "open
source". It is, however "source available". Archy is distributed using
the Creative Commons Attribution-NonCommercial-ShareAlike 2.0 License.
This means you can use the code for any non-commercial purpose,
provided that you give credit to the Raskin Center for use of the code
and that you distribute your code using the same license.

Hmm, doesn't say anything about CC-No Derivatives, and if I'm not
mistaken, the CC licenses by default do allow derivatives. Combining
the ability to create derivative works with ShareAlike *might* make
Archy's licensing close to the GPL, although the Attribution and
NonCommercial is incompatible with the GPL.

As an aside, I have in another tab a discussion about the CC and GPL
