i used to do this manually with a text editor.  just making sure i
only copy the actual user accounts, excluding duplicates.  take note
of the userids, groupids. you also might have to update the passwd,
shadow, and group files.

if you edit loginnames then you have to rename home directories.
if you edit UIDs or GIDs then you also have to chown their files
