o' common guys! did anyone bother to read the report or the raw data[1]? SoC is not part of the metrics (yet) nor SourceForge, CodePlex, LaunchPad, etc. We even got 0 for the native language translation, maybe we should start from there and contribute more to Debian Tagalog[2] or Ubuntu Filipino[2] or Redhat/Fedora Tagalog[3] but should we conform to the other criteria such as RHCE per capita or Google App submission??? I don't know about you guys but i'm happy that we got a modest rank of #26 for gov't activity. Now if we could only convince them to consider the number of meetups to boost our community rank? ;-D
