I ran the test on 64-bit Karmic and it returned a non-zero value:
$ cat /proc/sys/vm/mmap_min_addr
65536

I guess it doesn't affect those using 64-bit version of the kernel?
$uname -a
Linux frankenstein 2.6.31-14-generic #48-Ubuntu SMP Fri Oct 16 14:05:01 UTC
2009 x86_64 GNU/Linux
