Please correct me if I'm wrong. I believe that OpenVPN client program needs to be installed on Windows machine. For one thing, it uses UDP to tunnel TCP traffic to the OpenVPN server. Windows' builtin VPN client uses IPSEC L2PTP and PPTP which is not compatible with OpenVPN.
