Then xataface will likely be a good fit. I used it once a few years ago when it was still called dataface to build pages and forms for content managers and encoders. From its about page: "Xataface is for web developers and database administrators who would like to build a front-end for their MySQL database. However the resulting applications are targeted at non-technical users such as secretaries."
