Aha, this sounds like a job for a new module ;) I haven't seen any of the CPAN tools (from cpan to cpanm) do any perllocal modification other than letting ExtUtils::MakeMaker append to it (or create it if not existing prior,) but there's a script from PerlMonks[0] that does the trick quite nicely.
