similar - yes.  both use a client/server setup (and can also
be standalon).
puppet is easier to use vs cfengine3 in terms of the syntax.
puppet manifests can be easily created from scratch compared to cfengine3
promises.
but cfengine is lighter vs ruby-based puppet and that's
important to us as most of our AIX LPARs have very
limited CPU and Memory allocation.

not sure about how similar it is with OCSNG - i only used OCS
for h/w and s/w inventory which also work OK with AIX.
