Section 12 talks about your concern.  Law enforcement agencies are only
allowed to record metadata (such as IP headers, time stamps, routing
information, etc.) about your online transactions.  They can not use the
content against you without a warrant.  However, in reality, when you
record IP transactions, the data is recorded along with it.  They are not
just authorized to have a peek at the data without a warrant.

Most banks use some form of encryption.  The authorities can record your IP
transactions but they will have a difficult time reading encrypted content.

The law would increase the use of encryption.
