If you expand the search graph to all the way through 2010, it seems more like Tor got a spike in popularity mid 2010 as a "fad" which died off April 2012. The core userbase after 2012 drops back to be the same it was in 2010. https://metrics.torproject.org/users.html?graph=direct-users&start=2010-01-12&end=2013-04-12&country=ph&events=off#direct-users I can't explain the last drop but there appear to be bigger drops before.
