 Thanks for the replies. very helpful. @Mike no idea yet. seems that BGAN is too costly and satellite internet is slow. any suggestions would be appreciated :)
 
curious that being a VAS provider includes PBX hosting but not voip, so its okay to have a telephone system 'locally'  but not allowed to call outside the country? not sure if they can even monitor this but just wondering how they are going to put limits on just being a 'vas provider'.

As for a manner of distribution, maybe you can get NTC to license you the wifi frequencies (802.11a/b/g/n/ac) for you to operate in.
