Uhhh. No. Its just a small part of the entire system. If you want to use it you need to rewrite the missing parts or license it from M$. Its a patent minefield. Windows Presentation Foundation is not going open source in the near future. Same old same old... Soon developers will start complaining about poor performance on mac and linux. I know too many people who abandoned ios and android exactly for that reason and they still wouldn't touch cross platform with a 100 foot pole.
