This is part of the greater Cloud Automation and Orchestration practice and
borderline Business Service Management. Your peer was right to point at
vRealize but a bit off with OpenStack. The Ironic project in OpenStack has
promise to evolve into something you are envisioning.

Your commercial options are:

1. HP Cloud Service Automation (CSA) - Disclosure (again), I work for HP
and also handle the CSA product.
2. VMware vRealize
3. and to a certain extent, Red Hat CloudForms/ManageIQ

You may also want to check out Mirantis Fuel.

I'm pretty sure your UNIX requirements can only be addressed by CSA and an
IBM solution.
