Sincr you're trying to connect to a Globe IP from a PLDT IP, from my experience 
the traffic has to go abroad to Singapore (beforr it was the US) and back.

Try connecting using a Globe DSL or 3G/LTE and see if you fare better. If not 
then, at the very least, you'll know that the Globe-PLDT [non-]interconnection 
isn't the problem.
