I've done this with OpenShot. It *is* however GUI so not as convenient as
ffmpeg if the latter worked.

Speaking of ffmpeg, from a cursory reading of the documentation, it seems
that it can't handle JPEGs as input files, although I'll have to look at
the docs more closely.
