I would recommend an OS upgrade. Intrepid was not the best with system resources. I am running a beta of Lucid Lynx (Kubuntu 10.04) on a dell mini 9 with an atom processor and firefox is only using 3% of my CPU. This netbook is MUCH lower power than your system so perhaps the software upgrade is the best way to go.
