This probably won't be of much help, but...

I've seen behavior like this before where the described problem occurs when
the monitor is switching "modes" (from one resolution, refresh rate, and/or
color depth to another). I can't say for sure, but I THINK I've only seen
this on CRT's (not LCD's) - but I can't swear to that fact.

So... I don't know what that really means - if it even applies to your
situation at all - but perhaps it will serve as a cluestick to someone else
around here that knows more about the electronics/electrical engineering
behind monitors and/or video cards. The capacitor issues (in monitor and/or
video card) mentioned earlier sounded promising to me (with my limited
knowledge of such things).
