Chuck,

   ProE is 3D modelling software aimed at the mechanical engineering market;
I've no idea what export formats it uses but I suspect it's vector and not
bit-mapped. The default AutoCAD export is a vector .dxf file. Since AutoCAD
is a vector drafting program, it exports vector files, not bit-mapped ones.
Somewhere in the process the drawings were scanned and converted from vector
to raster.
