Tim, I would suggest using python and the django web framework for a new site with real logins, and hosting with linode or digital ocean. The minimum account would be enough for your needs.
I can help with the django part. However, it is very easy to get a site up and running - just take an hour and try the tutorial ( https://docs.djangoproject.com/en/1.7/intro/tutorial01/). The framework does 90% of the heavy lifting, and it runs in a small footprint. You will be amazed!
