Have you tried this yet?

Other possibilities:

* How did you backup and restore? You may have not restored
  permissions correctly.

* Is SELinux enabled?  That could have an effect as well

* Can you get to an alternate console (Ctrl-Alt-F2 through F5 on
  Redhat derivatives, not sure what it is on Suse)?
