Setting a "compose" key:

§ MATE
From System -> Preferences -> Hardware -> Keyboard, Layouts -> Options, 
put Compose where you want it. I've got it on right-Alt.

§ GNOME
Settings > Keyboard > Compose Key
Activate and select key to use.
