... use godaddy for web and email hosting, and godaddy has an agreement with microsoft to offer email protection service as an add-on product. godaddy charges the customer, microsoft charges godaddy.
I didn't think to check the domain's ISP.
if you have another way to reach this person, great. you can tell them their email is broken. if not... you're out of luck.
