[plug] limiting users of aliase

how do a restrict users from using an aliase or sending email to 
that particular aliases, for example, [EMAIL PROTECTED] 
(specified in /etc/aliases as a list of all users of foo.com).  I would 
like to have root be the only one to be able to send email to this 
aliase.
