[plug] unable to connect to proxy server

I am using squid2.3 and it has been working for a long time until 
now.  I have examined the cache.log, and there are no errors.
        However, when I configure my browser to use that proxy, it 
says unable to connect to remote host.

I have tried changing the ports, but still the same thing.

any hints you can give me?
