It seems you a have a private PPP connection DIRECTLY into the bank's
payment test system. You could replace your PC with a Linux box that
simply routes packets from the Internet into the private PPP connection,
BUT THIS IS A BIG SECURITY RISK!!  

         IP 1: WWW.XXX.YYY.ZZZ                IP 2: AAA.BBB.CCC.DDD  
            Dialup (com1)                     Dialup (com2)
  Internet -------------- Your PC (now a Linux) ------ Bank       
          or Cablemodem            with a Masquarade
                                   route between 
                                   IP 1 and IP 2

NOTE: This assumes that your Linux Box has 2 network interfaces
      and IP1/IP2 are the IP address of these 2 network interfaces.

In the above configuration, you could easily replace the "Internet"
with your local LAN.  I also used an Masquarade route (instead of a
simple static route) so that there will be no need to add a routing
entry at the bank's test system. I think this need of a route entry
at the bank side is the problem why your boss' transactions cannot
be completed (Of course I may be wrong).
