IMHO, you'd rather look at things the otherway around. I'd rather say
"which services would i allow"

the problem is, there are IRC ports may differ from one site to other,
some use 6667, 6666, 6668 , so it's kinda hard to block them all.

i usually block everything, and open up ports i know that would be
needed.

 ipchains -P output REJECT

this would set the default policy to reject.
