you can use WhatsUp Gold http://www.ipswitch.com , it's not freeware or
shareware though and it runs on windowz.
if you want a linux/unix version, try scotty ... search it from
http://www.freshmeat.net
you can modify to program to page you whenever a certain criteria is not
met.
