just a hunch... check if the ip have a valid dns and rdns entry ...
so let's say
dup1.mydomain resolves to 192.168.0.1
192.168.0.1 should resolve to dup1.mydomain
sometimes (but I'm not saying always), tcp wrappers deny connections from
addresses who don't resolve properly.
i'm assuming the servers are reachable from the dialups (bi-directionally)
