you should talk with Globe or Smart regarding this.

it's pretty straight-forward. you could implement kannel with a dedicated
cellphone with serial cable connected to your server to serve as your SMSC
if you can't get a deal with Globe or Smart to gateway. there are other
alternative software you could try as well.
one of these alternatives is Frank Stajano's Python script that allows you
to set up an SMS server with a variety of possible applications. he has a
webpage with a couple of papers that discuss his experience setting up
these things at http://www.orl.co.uk/~fms (last i looked it redirects to
the AT&T UK site).
