IMHO, why don't you just allocate a different set of ip addresses for
these services, say like 

192.168.1.0/24 for mailonly
192.168.2.0/24 for games only

first step to do this is if you're using radius, it shouldn't be hard to
create groups then let the radius server set the ip address of the dialups
dynamically.

it would then be easier to filter them using routes and access lists.
