No live experience here... I think Orly Andico does.
However, I doubt that other parties write alternatives to Kannel since
it's one of those apps which are hard to write and not amenable to 
open-sourcing.

You would need the SMS gateway if you have privileged access to the telco.
Otherwise, for 'personal' stuff on your cellphone + Linux, you could use
gnokii or libgsm.  

If you want to make apps for MyGlobe or Smart ZED you don't even need these -
the telcos talk to your web-based app.
