Hi Migs:

Affirmative - Open Source fits into our IT outsourcing initiatives. As you
well know, much of these requirements are mandated by customers, and we are
seeing more and more of these recently - I am hoping that the URLs and
references disseminated earlier achieved the objective of reinforcing this
message. Last July at AIM's ACCEED facilities, we conducted a forum
sensitizing Philippine-based companies about this requirement.
Unfortunately, at least at that time, we came to the conclusion, rightfully
or wrongfully, that was not the right time to outsource.

As part of IT_INTL strategy, we have at least 2 major objectives: FIRST,
make sure that Philippine-based companies are prepared to take on
internationally outsourced projects, whenever and however they occur; and,
SECOND, in our own humble way, that we are able to play a role in  leveling
the playing field among various technology platforms in both government and
commercial projects. On the subject of the second objective, we are
extremely disturbed by at least one announcement within one Philippine
government initiative which purports to be endorsing Microsoft - at a time
when most forward-looking governments agencies outside of the Philippines
are taking a vendor-neutral and open source approach. Frankly, to be
successful in the area of international outsourcing, we need to proficiently
support various technology platforms - Mainframes, AS/400, UNIX, Microsoft,
LINUX, Apple, etc. What concerns us is the extermination or isolation or
weakening of one platform severely constrains our ability to service a
broader-based/internationally-based outsourced projects - which more often
than not, at least for the bigger accounts, tend to require support of any
combination of these platforms.

Migs, in order to pursue the next steps in addressing these objectives and
more, we enabled [EMAIL PROTECTED] We cordially invite
you and other principals to participate in this forum - else the pervasive
fragmentation of the community will deter our best efforts, and encourage
the isolation/weakening of certain platforms. Additionally, a meeting of
Performance & Technical Standards Committee of IT_INTL is scheduled on
Monday, 26 November, 4:00-7:00pm, at Zen Resto, Glorietta (fronting
Shangri-La Hotel) will have this topic as part of the agenda. Please let me
know if you are willing and able to attend this meeting. We look forward to
working with you in these endeavors.
