Lest i start another flame war on this, i remembered that sendmail does
have throttling as a command line option, which is most likely what you
need to be able to control resource consumption on heavy SMTP/AV scanner
systems.  This goes in parallel with similar config options for postfix
(via master.cf) and qmail.
