i've had good success with the el-cheapo pixelview playtv pro (about 2500 
pesos).

in conjunction with the ffmpeg.sourceforge.net CVS snapshot, i can stream 
MPG, RM, ASF, and audio simultaneously with about 20% CPU load on my 
PIII-800. ffmpeg is a very nice multiprotocol streamer.

if OTOH you just want webcam/netmeeting functionality, a simple supported
USB webcam plus Gnomemeeting will do what you want.
