What's interesting about bandwidth management is not bandwidth management or QoS per-se: the Linux kernel with HTB scheduler does that VERY well.

What's more interesting is a web-based configuration and reporting system.

The system I've written has web-based reporting already. Although it doesn't aggregate IP's -- it gives a report on a per-IP basis, and if you're an ISP you want to aggregate individual IP's belonging to customers since in general you just want to get the total usage of the client's entire block.

I'm gonna get to doing the IP-aggregating one of these days.. Net::Patricia is the module to use. :) A trivial undertaking, as it were.

So the system I currently have in production here has nice reports (but no ACL's on those reports.. I was too lazy to add it) but it has very ugly configuration (shell scripts, no less). As such, I'm not yet ready to release it in its current, hard-to-build form.

As you can see, it looks very similar to that Indian guy's "IMS" -- and well it should, they both use Tobias Oetiker's RRDtool. The difference is, that "IMS" is a product, while this is just a weekend hack.
