No, they are not, and "--one-file-system" doesn't work. With MODLOAD
reenabled in DevFS, uvscans with "--noboot --one-file-system" still
trigger modprobes for devices /dev/sdX, x in ['a'..'az'], and /dev/hdX
within the same range (plus a few additional weird ones like /dev/sd{).

My /etc/fstab only has mount points defined for partitions in /dev/sda,
and /dev/hda. None of these are modprobed, because the device entries
exist.
