/etc/skel contains a "template" for new users, and you can remove the
dotfiles from there.  This won't affect already-existing users, of
course. For those, you can write a small, quick shell script that will
delete the offending files from people's home directories.

You don't really need to delete those files, though, unless you're
_really_ low on diskspace or inodes.
