we use packeteer and it is pretty decent. however,
performance is similar to the Linux CBQ system i
used before. CISCO still has a better implementation
IMHO.

but, nothing beats our Linux Bridging Firewall 
packetshapper box. Netfilter is still more flexible 
than anything the market has.
