imho, i think that MS bounty can catch novice virus/worm writers. but it 
will not help because i believe that an expert can unleash its ultimate 
virus/worm causing the internet community time and money without leaving 
a trace of his/her identity or signature unless he/she would explicitely 
put some clues.

to make matters worse, this bounty thing could lead to false arrest. 
anyone could deny that "it wasnt me, someone used my computer to... and 
the denial goes on"
