Hi Arshad,
 
Just to be sure that your are using squid 2.4 and compile it with ./configure --enable-arp-acl
might check it out ./configure --help for further compile options.
 
If acl.c doesn't compile, then arp acl are probably not supported on your system.

http_access deny WKS1
 
 
Any help will be greatly appreciated,
