Thanks for the advice. The problem was fixed by adding the following line
to the correct ifcfg file (in this case, ifcfg-ppp1)
DNS1=<ip-of-local-nameserver>
The meaning of the directive is documented in the file
/usr/share/doc/initscripts-7.14/sysconfig.txt
So far it works. Network hosts can ping and so can the nameserver
(previously, the nameserver could not ping other hosts on the local
netowrk).
