I pressume that your proxy is your gateway firewall and your ISPs proxy does 
not use port 80. 

If your proxy is not your gateway firewall beter turn off your ip_forwarding 
so this wont be possible.

if your proxy is the gateway firewall. just block all ports then allow only 
the ports your internal network needs especially the ISP proxy port.
