It cannot be downloaded, only purchased from Red Hat. However, there are knockoffs like White Box Enterprise Linux (http://www.whiteboxlinux.org/) which uses the source RPM's Red Hat leaves available for download, and so it is for all intents and purposes identical to Red Hat Advanced Server 3. But unless you have special needs (like you're trying to use enterprise hardware), you should be better off using Fedora Core. The only reason why you would fork nearly US$2000 for the real RHAS3 or the roughly equivalent SuSE Enterprise Server 8 would be for the support that goes along with it.
