Reply to my own message, just to let people know how I fixed the problem...

I've managed to create 3 mailing lists, and I have subscribed to them
successfully, but only within our LAN.  When others try to subscribe from
outside (i.e., the internet), they get an error because the FORM posts to
http://ibm/mailman/listinfo/<listname> instead of to
http://www.sfelapco.com/mailman/listinfo/<listname>.

Seems like each mailing list created will be configured with its own scripts where all the server settings at the time of creation are recorded.

I discovered this peculiarity of mailman when I looked at the source HTML pages of two (2) lists created a few hours after each other.  They didn't have the same HTML codes (server-wise).  (So that was why no matter what I did to the settings of mailman, the problem list still didn't register any changes!)

I've since solved the problem by removing the problem list and creating it again, this time with correct settings in the defaults. :-)
