what are you trying to detect?
power failure, power resume, low battery are the most common.

should also ask yourself what are you planning to do if power fails?
what if it comes back again after a long time? what if it comes back
again before a shutdown? during a shutdown?

for me it's easier to set the motherboards to be always on,use a
journaling fs, and `sync` every 5 mins or so. and just use the ups to
get thru very short power interruptions.
