It's right where you'd expect it (note that this is the default kernel, updates have been released, and you might rather use the latest one): http://download.fedora.redhat.com/pub/fedora/linux/core/3/SRPMS/kernel-2.6.9-1.667.src.rpm However, as it says in the Release Notes: "An exploded source tree is not required to build kernel modules against the currently in-use kernel."
