here's a better idea... use a version of getty which has RADIUS
support. then configure your radius to only allow authentication at
certain times.

or do you only want dialups to be allowed so that the phone isn't
hogged outside 7pm-5am?  if the latter... then you should NOT run
getty from init. you should run it "manually" from a script, attach to
the appropriate port. if you run from init there is no way you can get
rid of it, by definition all applications started by PID 1 will be
restarted automagically.
